I had gone through all his posts asking where is my cash, he always denies saying it was never down, whereas www.isitdownrightnow.com said it is offline.
He says he will pay but never pays me. If you do not believe these pics and say it is inspect element i can show join.me proof too.

He did not scam you, you did not take down the server. Port 7777 is open because it is a SA:MP server - if you want to check if it is down, use the SA:MP browser. Not isup.me.
