I've solution for you.👍
1.First you have to find a proxy, you can find a proxy on google for your city or on this websiote for US : http://www.us-proxy.org .
2. You need the IP and the port.🎉
3. Go on your skype, and click options, https://i.imgur.com/kRp6Yi7.png
4. Go to advanced : https://i.imgur.com/71Mtf1U.png
5. Go to the Connection tab : https://i.imgur.com/4RjcCCY.png
6. After paste your IP and Port Proxy : https://i.imgur.com/neaE2K6.png
7. Restart your skype.
It's not work in instant, you have to wait around 1 hours.
Test on skype resolver:
