Java/PHP can be coded in NetBeans or any IDE like Sublime text/Atom.
A free photoshop variant would be Gimp.

Sublime and Atom are text editors, not an IDE.

To elaborate:
The Debian packages are contained in the repos, so you won't add any old repo.
The main ones are
PHP Code

<?php
deb http
://ftp.de.debian.org/debian jessie main non-free
deb http://ftp.us.debian.org/debian/ testing main contrib non-free
deb http://ftp.debian.org/debian/ jessie-updates main contrib non-free
deb http://security.debian.org/ jessie/updates main contrib non-free
deb http://ftp.debian.org/debian/ jessie-backports main contrib non-free
(replace jessie with whatever version you're using)
Also adding a repository that doesn't belong to Debian is a bad idea.
