is there a way to do this? if I have the ip can I somehow see websites they have visited

Simply not possible. You would have to have full access to the site that the person visited and see the ip log. The way you are requesting, no you can not see where they have visited.

Hack all the websites in the world and check their access_log

No that would require getting logs of that IP. The law enforcement or some other govt agency can do that. As far as I know, "you ain't shit" 😉

You cant see which websites an IP visited. You can infect him with an Keylogger than you can see almost everything!
