what do you mean by Town Hall 8 "MAX" I have an Android COC account with like 1,300 gems Town hall 8 But i don't think its considered "Max" level 63 or something

At level 63 I can promise you that you aren't a maxed TH8. Maxed means every tower and building is max level for your TH.
