If the highest number of awards can go to a member that once had them, then that member would be Snorlax. He's banned now but he once had all of the awards.

More of a technicality though, it was actually kind of a "fuck you" because snorlax upset omni. On that note, omni once had 10k+ rep, although it was just something he was messing with of course. . Or at least I'm preeettyy sure it was him.
