So title says it all, is it possible to figure out someones information just from their phone #?
This guy scammed me of $400 and I need to find him. Any help would be appreciated, thank you.

Spoof a phone number for local pd and SE his info over the phone.

Yes, try a reverse phone number service, you can find a few good ones on google.

Though remember to use caution if you find a site. The majority of all of them are scam sites.

Honestly no, I've never run into an legit site. Each service claims to offer information, yet the fine print reads that you do acknowledge that they likely will not have that information. So then once you pay, they give you a generic location. For example, if I use a US number with a New York area code. The service will show me a generic Google Mapped view of New York but it won't provide any further detail. It will also state they cannot offer real time location results.
For a service to actually trace a legit location only using a phone number (I'm assuming it's a cell) would call for whoever to be taking a very large illegal risk to access that information. So the price for such a thing, would run larger then what you were scammed for.
