It's a miner, basically it allows you to get income (in the form of cryptocurrencies) by leaving it running on your PC or VPS (or whatever computer whose owner is aware that this software is running).
It has to be configured with your personal pool worker, then you can customize settings. The final step is building the executable and spreading it :)
