I got scammed from a user in HF, he closed his account and I only have his IP address which turned out to be his VPN. this happened like an year ago. Is there anything possible to avenge him?

It would be difficult but not impossible. It would highly depend on how much information you can give us to start with. Fill out the form, give me an hour or two, and we will tell you whether we can find him or not.

What is meant when we say "legal organization," is that we operate within the law, The Freedom of Information Act, in fact. We have authorized access to public records and databases that most people do not have access to. As such, we are able to pull up information on someone based on information found on public domain and provided by our clients who certify that they are the owners and/or intended recipients of the information they provide and are authorized to release it to us.
So, again, we are not a "registered" organization because we are not a licensed business. However, as this organization does not require licenses to look up publicly accessible information, we are not required to do so, by law. Neither do we act on behalf of any businesses or for-profit organization. We also only accept payment via bitcoin which is not a taxable or recognized currency (yet). As such, we are not required by law to report our earnings. Speaking of earnings, like any private service, we charge a fee to cover our costs for looking up information and turning it over to the client. Generally yes. But i see a problem here. For egzample im Russian. There are no public databases that anyone can access even with permission. How do you work around this?
Also bitcoin in fact is not taxable but when you cashout it to your bank account/paypal you have to pay taxes 🤝

That is precisely why I trust the gentlemen in Crypto to help me with these exchanges.
As far as performing searches in foreign countries, I can only reach as far as my agents do. I do have a handful of agents around the world, but not everyone supports the principle of Freedom of Information. Russia, for example, is particularly tight-fisted about giving up any information to the public. I do not envy you in that. Your country's government has been unkind and very unethical in its treatment of its citizens. Я извиняюсь, друг...
However, we still do try to make a strong effort in those countries which we do have influence: Canada, Germany, Mexico, the United Kingdom, and the United States.
I fear Russia is a long way from accepting anything resembling free information.
