I want a private putty booting vps because I don't like relying on someone else and its fully accessible by me.

Vps will most Likely ban and limit your port I suggest w dedi but if you really want a vps I suggest vps.fm

nearly all VPSes will suspend, if you dont wanna worry about wasting your money buy a stresser or a dedi server from fluffy

None. You should never use a VPS to ddos with. You will slow down the whole node/other costumers.
Buy a dedicated box that allows spoofing.
