What would the partner need to bring to the table?

Help building the community, setting up the forums and what not with me, will get 50% of the earnings and 50% of the ownership towards the community.

A domain and hosting are the easiest things to get; anyone can get them in a few minutes.
An idea is worth more though, it makes or breaks your site.

That, plus the fact that you're pretty much new here sets of all kinds of alarms for me.
Not trying to be paranoid here, but how would one know they could trust you not to kick them out once things are rolling?

Just put this on another post but here.
The questions I have for you are as follows.
  • What forum software are you using? MyBB, vBulletin etc.

  • How much experience with that software do you have?

  • Whats the forum based around?

  • Have you ever owned a forum before?

  • What is your overall goal here?

  • Do you actually plan to spend hours developing?
