If you are trying to debug the program in visual studio and its spitting out that error, It means that you started that program within windows explorer and the process has not been closed.
Fix :
Open task manager and end any process that looks like it might be your program.
Ex: Program name = Hello123
Delete Processes :
Hello123.exe
Hello123.vhost.exe
