Tutorial

- Pick a finished design that you want to perform this effect on, keep in mind this usually looks better on normal to bigger sized images.

- Once you've found your desired image open it up in Adobe Photoshop.

- Make sure you unlock the layer by double clicking the lock icon.

- Once you've unlocked the layer duplicate it by pressing CTRL+J.

- If you haven't already, go above and download the glitch effect stock I provided in the resources tab of this thread.

- Once it's downloaded open it up in Adobe Photoshop.

- Now you can either drag and drop or copy the layer into the project with your final image.

- Make sure that this layer covers the final image, feel free to resize or rotate the image to any size as it will not lose it's quality.

- Now that you have the layer set up double click the layer we duplicated earlier.

- You will see the blending options, now look for the channels.

- Untick any one of these boxes, each one will provide a different colored effect. I typically untick the R box as it provides the red and blue effect.

- Once that's done click "Ok" and now click on the eye next to the glitch effect stock to make it invisible.
Now hold CTRL and click on the thumbnail of the glitch effect in the layers section. It should outline the layer.

- Now make sure you have the duplicated layer selected and select the rectangular marquee tool.

- Right click anywhere in the workspace and click layer via cut.

- A new layer will be created, make sure you select it and now select the selection tool.

- Move the new layer slightly by using the arrow keys on your keyboard right or left, slight movement will make the effect look better as anything too drastic will make it look unrealistic.

- Now we are done, feel free to modify the affect to your liking by trying to use different type of filters on it such as a radial blur.
Save the project by clicking file at the top left corner of Adobe Photoshop and select "save for web" and now you're done.
