We agreed on a deal of $25 BTC for his $50 AGC. I went first and sent to which he immediately logged out and has since not been on Skype. The transaction took place on 12/5/15 and it is now 12/7/15 with no signs of the guy paying back.

In most cases staff doesn't interfere with deal disputes, meaning he won't get banned. Its unfortunate. Hope it all works out and you get your money back

What is the Skype profile you dealt with? Was there HF confirmation?
That isn't Zexi's real Skype's profile picture.
I've personally dealt hundreds with him, and if there was any a dispute he would immediately repay me + interest for the troubles, one of the few members I would trust with money.
