is there a software or component for delphi opensource or for face recognition that support database microsoft sql or mysql server ?

I dont think so. For that you must import webcam libraries. There is a component called : Twebcamcapture from torry.net
With that components events there is an event called on stream. Over there if you add the appropiate code you may get there

I believe the key would be starting with keypoint recognition, where are the edges of the eyes, where are the eyebrows, nostrils mouth edges, at what ratios are each measurement to one another, a perceptron could classify all these inputs and return the correct output given training of all angles it will encounter.
Some form of autoassociative memory like a hopfield network would allow for the recognition from partial stimulus.
Delphi was the first language I learnt after game maker language, but this is too complex for me, image recognition is extremely difficult even in languages built for AI.
