Can I give this kind of reputation to someone?
"Do not deal with this user" or "Deal with extreme caution"
It clearly doesn't call the user a scammer. So is this type of rep allowed?

Yea, you are basically warning users to be cautious when dealing with someone. You aren't actually calling them a scammer.
