I have wanting to make a host/putty booter for a long time but i have very little knowledge about them. I would appreciate if any one can list some good hosts that i can create a putty booter with. $10-$15 price range?

all you need to buy is a server and put scripts on it.
make sure when you buy the server they don't ban for ddosing. dont use digitalocean

Make sure you get a dedicated server. Ones that aren't dedicated will generally ban you for running dos scripts.

You're one of the skids I hate. It is not a "PuTTy Booter" its a VPS with a DoS script.
PuTTy is an SSH Client.
as for your question, buy a host that allows header modification and spoofing, find a good script, scan, and upload.
Do your research.
