You should be able to change where to domain points to in the domain settings. When you are there you should be able to create an A record to point to you new hosting.

Look like Weebly is something to let you create your website through drag'n drop, I highly doubt they'll allow you to use their domain.

Yes you should be able to change DNS settings.
The DNS records of any domain purchased through our service can be managed via the Domains tab of your Dashboard.

So from what i understand... You want to move a domain name purchased from Weebly to a new host?

In the DNS settings, simply change your A-records to the IP address your web host provided you.

EDIT: Just realized you are talking about using a Weebly subdomain for your own web host. No, it is not possible.
