I assume you want to use your victim as a proxy, in which case most RAT's provide something to do just that :).

This dudes got a LONG way before you can just give them a pointer like that, check his posts, he dunno what hes actually trying to accomplish. Other than the fact he wants around a website ban.

Regardless of whether or not he would be able to use the information he asked for effectively (or at all), it was the information he asked for. Better to post something than nothing, as somebody else in a similar situation might find this thread (and my reply) useful.
