He is sending me random PMs and linking me to his sales thread so that I buy his product
Is this allowed at all ?
If it isnt, where to report it?

I'm pretty certain that it is allowed. If you feel annoyed, you can put him on your ignore list.

First ask tell him nicely you're not interested if he still continues to PM you, add him to ignore list. If he's spamming everyone with same messages. PM omniscient with proof.
