Basically a staff member has to deal with disputes, and judge each side. If the defendant's side doesn't pay, they get banned. This would deter people from scamming.

I don't know, for example Vos. (don't have the UId atm), has scammed several people and has been rep killed, but still has yet to have his account closed.

Omni deals with scammers appropriately I believe.
