Basically, I have some beef with this douchebag and I have his skype. I wanted to boot him offline but when i try to use a skype resolver i can't find his ip.

Use wireshark to find he's IP, there are plenty of tutorials out there that will teach you how to and it's quite easy.
It requires to call him though.

Yes, also they don't have to answer in order to get the IP of the host.
(as far as I know, I haven't DDOSed in months)

They do not work, a few updates ago this option was enabled by default:

Try skype deob/ wireshark and/or an ip logger link.
