Can you create an exe using CodeDom via asp.net? Tried to google and I guess I'm bad at googling.

you can, using CodeDom you can output a source file then compile it, an example is found here: https://msdn.microsoft.com/en-us/library/saf5ce06(v=vs.110).aspx
