No but you can probably find someone to exchange your PayPal into BTC with, although seeing as you're a new member it'll be hard to find someone who trusts you with PayPal.

Most likely due to people charging back, paypals and bank accounts getting limited, etc
BTC is secure and has no personal information attached

FYI HF only accepted card payment at the beginning. Anyone wanna show their age and dump a Wtizna card receipt? :-)
It could also be to protect the users.
Earlier upgraded accounts had the payment details in the database when it was dumped for the site. BTC means no details to store.
