a report scam been open on me just because an impatient buyer can wait an 21 days hold money by paypal, and i'm a scammer due that.

Staff do not get involved in deals between members. You can respond to the dispute and that is all.

This is a pain in the ass, are you sure staff wont delete or at least close an invalid scam report just because money was held by paypal for 21 days?
Offering him even a refund right now just because I can afford it today but its just unprofessional as well, and he told me to wait him already 30 minutes.

Staff can't help you.
You have to deal with the other user directly and get him to close/remove it.

Be aware it was removed only because the Deal Dispute entry and thread were not from the user who you have the actual dispute with. In such cases that's an obvious error on their part and in their case it was intentional and it's why their account is now closed.
