Could you be refering to a DNS Amplification attack? https://blog.cloudflare.com/deep-inside-a-dns-amplification-ddos-attack/
It looks like you are describing a DDoS attack that works at a Web application level, but that is pretty specific according to how the app works. I guess that at a application level it could be triggered with Server Side Request Forgery attack.
