neil's stuff is probably the most updated stuff on how to obtain some gov/edu links to your site.
but remember,
many of the edu/gov links we now days have that allow comment/guest posts are spammy as hell and would not be good for you.
having them is one thing but they can hurt you just as much as any other garbage link.
all about relevancy to your niche/articles/site.
and DO NOT- DO NOT buy anything from Fiverr when it comes to links, unless ofcourse you are trying to do some blackhat seo to your competitors or trying to get your shit sandboxed.

A great option is to find some good footprints and find the sites yourself. Because you can find sites with a few external links.
