.js file called with http but forced rewrite to https - results in 404 not found, title says it all

ive used many plugins/ways/manual edditing of the .htaccess file
i have a SSL blog and all urls shud be HTTPS like they are now.
however i have outgoing link to other websites' javascript.js file
Its located on http
my SSL changes it for HTTPS

how can i make an exception? ive wasted many hours still nothing

Copy and paste the contents of the JavaScript file into a separate file and upload to your own server and serve it through HTTPS?
If the outbound link is just http and not HTTPS there shouldn't be a 404 error as it's still a valid URL, it should just come up with a mixed content issue (warning with exclamation mark in a triangle), to say the webpage isn't served fully through HTTPS.

yeah i did this already and the mixed content issue blocked my javascript in fact

i have to right click in left upper corner of browser and "disable protection"
afterwards my javascript popups, but that makes no sense to tell visitors to disable it manually

also, the javascript doesnt popup full - i drive a survey site and its best to implement a gateway, which would show surveys on your site in a small javascript popup - in my case, even if I disable protection (in browser) then still javascript popups but only as a window, without any offers.

edit
nvm about not showing offers - my vpn ip was blocked.
the only issue is that i need to manually disable protection, which people wont do

ps ive checked the link with https in browser, it didnt work, replaced with http and it did.
