I don't know the follow limit, but unfollowing is unlimited.
I just unfollowed 700 people

Make sure you warm up the account and dont make it follow all day long.

There isn't really a maximum I think, first day of when I started I got freezed too. Couldn't follow people for 2-3 days.

I'm able to follow about 200 or so per hour. Total I can follow about 1k per day and un-follow around the same rate as well

Warming up account is the most essential on the accounts.
I've never gotten banned growing any accounts, be it business or personal accounts.
This is what I normally do for new accounts.
Also I DO NOT recommend you to unfollow and follow at the same time, it's highly fishy and I know few people that have been banned. It might be a factor but I may be wrong.
Day 1-3: 80 - 120 Follows
Day 4-7: 120 - 180 Follows
Day 8-14: 240 - 300 Follows
Day 15-20: 300 - 360 Follows
Day 20-36: Unfollow when reached 7,500 following. ( 300 - 400 unfollow)
Day 37 - 48: 360 - 420 Follows.
Slow increment is the key. Don't be greedy, once they're warmed up it's basically on auto with the same amount.
I DON"T recommend you to go above 700 following or unfollow at any point as well. No one has time IRL to follow more than 700 a day. #JUSTSAYING
