What programing language could it be written in?
Is it possible to run it on a web server instead of a program constantly running on a PC?

Yes, if you choose a dependency free language that compiles down to a single binary, you can just chuck it onto a server and let it play. Otherwise, you may need to install a few things to let it work. Like Java will require you to install a JRE, PHP will need you to install PHP and need you to run it on a web server.

How would I go about this? What do I read up on etc
The only file types they post is .mp4/.jpg so it should be fairly easy to set up.

Web scraping, probably with Selenium (Seems to be my go to lately). Then just scrape instagram.com for whatever you want!
