it is possible if:
1) he got win boosted and 1 of the accounts he was in lobby with got banned.
2) because those game will be reverted there is also a chance the recommendations given within that time span will be reversed 2.
Other then that the chances are slim to none.
This account got recently banned: http://steamcommunity.com/id/zonerson1
But shit happens sometimes, at least give him the opportunity to fix this before accusing.
