Actually the matter is that me and scammer done many exchanges before so I look to do one exchange again , so I sent him money via PayPal and he said he'll send me money in a week after that he said he got scammed and he need some more time to complete that deal , so after a month I msg him about deal he makes excuses and excuses after that he need max one week for completing that deal then again he making excuses and ignoring me. After that its been nearly 3 or more month passed he refused to send me btc and become salty and rude. I just want other people save from being scammed by salty user. He can't even stand on his own words. I advised everyone don't deal with him and he should be banned.

It's very unfortunate and sad that these Ub3r members get away with scamming normal members and nothing is ever mentioned, sorry for your loss OP.

Lots of older members just think they can get away with scamming newer, less reputable members because they don't think anything will happen. Looks like you have given him more than enough time for this deal. I hope you can get this resolved OP. Best of luck.

I don't know if this is allowed but if its his verified paypal, you can get back at him, by limiting it.
Many ways to do that.

Why don't you just chargeback the payment?

I tried already but PayPal giving me error that you can't chargeback or open dispute on that transaction, I sent as a family/frnd.
