My computer has been acting strange lately it makes a funny sound while its starting up, Sounds like its going to blow up.
My Disk usage is at 99% with hardly anything running any idea why this could be

Windows I assume? How long does it last? I had this issue awhile ago, whenever I booted windows, svchost.exe would 100% my HDD for like 10 minutes. This was actually causes by two issues. 1. Windows update was not configured properly so it was trying to download and install stuff at random. I would recommend setting it up to download/install at a time you arent using it. 2. My HDD was too slow. I had a 5400 RPM HDD which is very slow. The modern standard is 7200RPM. I upgraded to an SSD and that helped a lot too.

Err it could be due to BITS (Background Intelligent Transfer Service) or Superfetch. I had that problem before, disabled both of those services and everything ran fine from then out.
