Hello I need to give it a try. I have to reinstall the Windows installer on Windows 10 to see if I solve the problem: I can't start almost applications including firefox, word, Excel, and if I download any installation files from the internet, I can not install the that program

What error do you get when you attempt to open programs and install programs?

I do not have the computer in my hands. Anyway I think it was a problem in the Microsoft Visual C++ Redistributable 20xx

When you have access give me the specific error and it shouldn't be too hard to fix if it's just a pre-requisite.

Unable to launch the specified application. the application of side-by-side configuration is incorrect. consult the application event log or use the command line tool sxtrace.exe for more information.

Start off by installing: http://www.microsoft.com/en-in/download/details.aspx?id=40784
If that for some reason wouldn't fix the issue try this:
- Press Windows key + X, select Command prompt (Admin) to bring up elevated Command prompt.
- In Command prompt type the following and press enter.
Codesfc/scannow - Restart the computer.
If that doesn't find anything corrupt you should try this:
- Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
- In command prompt, type the following commands and press Enter after each command:
CodeDISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth - Restart the PC and check if everything works.
