My IPv4 Address has changed it means i lost my victims? Public IP is same.

Not unless that's your VPN IPv4, in which case just update it on the port manager panel and you'll be back in no time, if i'ts not then you should be fine, but you might need to update the ports via the router.

No, it means your port is closed.
Your clients are all there, being blocked by the closed port.
Just open the gates, no reason to keep them all waiting.

He isnt talking about the public IP, hes talking about IPv4, the 192.168.x.xx thingy you put in your router settings to open a port
