Yes that is possible.

If you can email the gift, it should be fine. If you're just selling the "keys" that's not allowed.

When redeeming the games can't you just select 'Redeem to my Steam Gifts' or something? That way you can trade the game via Steam Inventory rather than giving away an actual key. Not sure if this is allowed but it is technically not giving away a key.

Steam gifts are disallowed as well.
