For Androids I know its possible to change the IMEI, it's as simple as rooting the phone and flashing xposed. There's an xposed module dedicated to doing just that.

Changing the IMEI is highly illegal but yes it can be done.

You're wrong. Xposed modules doesn't change the IMEI permanently. It's just visual for apps that identify users through their IMEI.
