So i've always wanted to make a TOR offsite forum and have the spooki kids come with me. Is is possible to advertise blackhat forums in my signature or is that just a no no.

If it's nothing serious or illicit, then I don't see why it shouldn't be allowed. Uhm.. blackhat? No for obvious reasons.
