Best free: none.
Best paid (top 3 in my opinion) : Orcus[.net], #[c++], SilentBytes[java].

What? Are you saying that you either haven't used / don't know enough free RATs to form a valid opinion, or is it that you think all free RATs are bad?
Granted, they obviously won't be as good as the paid counterparts, but there are some damn good ones for the fine price of $0.00.

If you wanna do illegal shit stay away from all paid rats. Free rats are Quasar and njrat. if u wanna be legal use Orcus

I think he meant revenge rat.
Best paid RAT: NONE, dont use paid RATs or any RAT which uses any kind of connection or login system because you're probably intending on using for illegal purposes, if they get compromised, so do you.
Best free RAT: revenge rat v0.3 or darktrack
