This is true , also youtube toodown some videos for it's content but few years back they were worst videos uploaded and youtube didn't did anything

I think the objective of youtube now is to become the next entertainment media, the next TV. That´s why they started prioritizing watch time instead of views: to keep people watching more. Watching more they also win more money as more ads (theoretically) would show up while people are watching. So in my opinion, youtube is becoming more and more like a commercial television.
