I have some things you should do:

Test whether antivirus or firewall applications on your computer are causing the problem by turning them off temporarily. If you can open Google Chrome when the firewall is off, you may need to create an exception in your antivirus or firewall settings.

Right click on the shortcut, and select run as administrator.

Open your Task Manager and make sure you’ve exited out of every instance of Chrome.

Uninstall any recent programs, especially programs with names you do not recognize. Some malicious programs may intentionally cause conflicts in Chrome.

If the problem still persists PM me.

Farbar Recovery Scan Tool (FRST)
  • Please download Farbar Recovery Scan Tool (x32) or Farbar Recovery Scan Tool (x64) and save the file to your Desktop.

  • Note: Download and run the version compatible with your system (32 or 64-bit). Download both if you're unsure; only one will run.

  • Double-Click FRST.exe or FRST64.exe to run the programme

  • Click Yes to the disclaimer.

  • Ensure the Addition.txt box is checked.

  • Click the Scan button and let the program run.

  • Upon completion, click OK, then OK on the Addition.txt pop up screen.

  • Two logs (FRST.txt & Addition.txt) will now be open on your Desktop. Copy the contents of both logs and paste them to https://pastebin.com. Post the link here.

In your next reply I get from you the links of :
  • FRST.txt

  • Addition.txt

The process is running when you do open it, correct? So it just isn't showing up? Or is it getting closed everytime you open it without you knowing it

Use Chrome Canary temporarily while you get your issue fixed.

Download fixlist.txt file and save it to the Desktop.

NOTE. It's important that both files, FRST/FRST64 and fixlist.txt are in the same location or the fix will not work.

NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system

Run FRST/FRST64 and press the Fix button just once and wait.
If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
When finished FRST will generate a log on the Desktop (Fixlog.txt). Please post it to your reply.

Junkware Removal Tool
  • Please download Junkware Removal Tool to your desktop.

  • Shut down your protection software now to avoid potential conflicts.

  • Run the tool by double-clicking it. If you are using Windows Vista, 7, or 8; instead of double-clicking, right-mouse click JRT.exe and select "Run as Administrator".

  • The tool will open and start scanning your system.

  • Please be patient as this can take a while to complete depending on your system's specifications.

  • On completion, a log (JRT.txt) is saved to your desktop and will automatically open.

  • Post the contents of JRT.txt into your next message.

Is it still not accessible?

Please download RogueKiller and save it to your desktop.
  • Quit all running programs.

  • Right-click on the program and select Run as Administrator to start and when prompted allow it to run.

  • Read and accept the EULA (End User License Agreement)

  • Click Scan to scan the system.

  • When the scan completes select "Report", a log will open. Close the program > Don't Fix anything!

  • Post the contents of the log in your next reply.
