I've never used swagbucks however I'm sure a VPN or Sock5 should do the trick?

We have an entire section dedicated to proxies and vpns.
Google "sock5 proxy" and you'll literally get thousands of proxies.

Don't "residential" proxies need a residential IP address, which in turn requires a residential ISP service host, thus your problem?
It sounds to me like a basic yet effective spam and abuse defense method used by swagbucks. Sounds like fewer providers and higher prices, if legitimate service exists. I am not sure exactly how they detect the difference but I would start there.
