I have a SteelSeries keyboard on my laptop, it's customizable in 3 sections of the full area.
Is it possible to turn on only WASD and other gaming keys instead of the whole keyboard?
SteelSeries 3 engine doesnt allow me to do so.

No you cannot. The laptop you have only has wiring to control the keyboard in sections. I also have an MSI laptop with this same setup.

If it's so how can they make wave effects? This means to change voltage on every single led to make it this smooth.

What is the exact model laptop you have? Some can do per key control some cannot. Also, when driving LEDs, voltage remains constant and the current is changed.
