I found an app called Floating for Youtube that allows you to keep a pop-out window for YouTube that you can keep on top of all web pages on your screen. It's great for multitasking because you can resize it and keep it on any part of your screen without it getting stuck behind other windows.

I usually keep it on my bottom screen on the bottom right side.

Maybe this plugin would work for netflix. No clue since i have never used it.

EDIT: It works with netflix for me. (Use the deskpins program shown in the guide of the plugin to keep it on top)
