Let's say someone reps you with invalid scam rep, and blocks you so you can't send them the notice as mentioned in the Help Docs. 🤝

Help Docs details it as a suggestion, so it's not a mandatory requirement.
I imagine staff just want you to first make reasonable efforts to reach an amicable resolution without their intervention.

Well even if you message them nothing will change , i did it for me once , pmed omni after waiting 2 days and he didn't do anything just messaged them to cahnge the rep.

I think making reasonable contact should be sufficient. I'd recommend sending them a shorter warning in their reputation.
