I believe that means that the user is permanently banned from Hackforums.

Is there any chances the user cant back after permanently ban ? or basically you just change the ip and can register again ?

When you see that a certain user is exiled it means that they are banned for a set period of time. This can be 1 day or 6 months. In some cases users have been banned indefinitely.

If a user gets permanently banned they usually get closed. After that they are not welcome to join again on another account (with the exception of certain cases).
This does regularly happen though, which is why staff can see certain data linked to your account. This way they can smoke out and ban the multi accounters (again).
