Yes, you can trust scan him and check if he's approved for an ub3r upgrade.

If he's not L33t then he's gonna have to buy it and then get approved for Ub3r which will take like 2-6 days normally.

I doubt that you can apply for Ub3r as a normal member. He just revealed few requirements for Ub3r which weren't known at this time to reduce the amount of applications.
