Probably so HF doesn't get a bunch of random shit posters with 5 posts who just want to try and get ahead by using the Referral section, although clearly that isn't stopping anything in a lot of cases.

@OP, keep on posting for a day or so and you'll be able to post links.
Alternatively you can upgrade to L33T and you'll be able to do so right away.

I don't think that reputation is needed for posting in the The Referral Section section. It would have said that in section rules if so.
Only 50 quality posts in order to post links and images.

You don't need any reputation to post there, just you haven't reached the 50 posts threshold for posting links. Make sure not to spam your posts.
