I found some online bank that gave u free mastercard and you can pay online or pay in any shop where support mastercard.
You need only 10 minutes to open account.
AND
That is not all.. you can make free money with this bank :D
But this is only for:
Applies to customers from Belgium, Estonia, Finland, Greece, Ireland, Latvia, Lithuania, Luxembourg, Netherlands, Portugal, Slovakia and Slovenia,Germany,France,Italia,Espana,Avstria

1. is it requiring verfication (ID, Utility bills etc) or can open it anonymously ?
2. can open bank account from VPN and give up on the credit card delivery ?
3. can accept / send payment using it ?

You open acc with your mobile phone with bank app :D Yes u need your ID. But u dont send it just need to verified your identity with video call in bank app.
You can send money to all users of this bank for free or send money to another iban.
