Is it possible to backup/export google chrome's history, passwords & cookies without syncing?. Because I'd rather prefer to backup everything locally without synchronizing any of my information with remote servers, even with the most-trustful of those.

It should all be stored under here:
%USERPROFILE%\AppData\Local\Google\Chrome\User Data\Default
The passwords are located in an encrypted file, titled "Login Data".
